Lagos State Government Partnership Opportunity

Background

The Lagos State Government has requested the British Council’s support to facilitate engagement with UK Higher Education institutions with strong ODL programmes for the purpose of partnering with international institutions to support its ambition to set up international standard higher education institutions within Lagos State. The British Council organised a meeting for the Lagos State Government to meet with a cross section of UK institutions and organisations working in the Higher Education and TVET sectors to provide further information about the opportunity in June 2018. (See attached the presentation provided by LASG on the opportunities in the state.) The British Council is issuing a call out to prospective UK partners to express their interest in a specific partnership format.

The Opportunity

The Lagos State Government (LASG) recognises that the current education infrastructure in the State and indeed the country is not sufficient to meet the needs of the growing population. To this end, LASG is interested in partnering with International Institutions to support its ambition to set up international standard higher education institutions within Lagos. As part of its wider education strategy, LASG has also set out to comprehensively restructure the TVET system within the state and are seeking prospective investors and collaborators to lend their expertise or resources, set up vocational training centres, and help infuse global best practices into the Lagos State TVET system. LASG is open to examining proposals from interested parties and welcomes partnership offers that may not be listed here.

What will LASG Offer partners?

LASG could provide the following:

  1. Support to navigate the regulatory requirements.
  2. Financial partnerships with matching investments
  3. Provision of land on which to situate the institutions.
  4. Guarantee of students for institution.

Prospective partnership formats

  1. Financial investment to set up an institution in the state.
  2. Provision of technical expertise and/or infrastructure to support specific education models.
  3. Setting up a university in the state (Branch Campus)
  4. Technical support and resources to set up the Lagos State Open and Distance Learning University
  5. The set up of TVET Centres in the priority areas identified by the State.
  6. Technical expertise to design programs for existing higher education institutions in the state.
  7. Training for academic faculty
  8. Partnerships to award joint degrees where appropriate.

Priority Programmes In Higher Education 

There is demand across all programmes. However, the vision for the State is to have a specific institution focused on the areas of Tourism and Film & Music Production. In the area of Technical and Vocational Education and Training (TVET) the following are the priority programmes.

  • Building Construction
  • Garment Making
  • Automobile Mechanics
  • Technology (Cybersecurity & Call Centre)
  • Tourism & Hospitality

Key Timelines

September 2018 - Call for Expression of Interest (Open to all UK HE and FE institutions.)

November 2018 - Meetings with prospective partners (in the UK)

From September 2019 - Partnership start date
