Vietnam’s first two Centres for Education Assessment (CEA) under the Vietnam National Universities (VNU) in Hanoi and Ho Chi Minh City were launched on 11 and 13 November respectively under a decision issued by the Ministry of Education and Training (MOET) last year.

These centres are responsible for assessing education quality for higher and further education institutions, and training programmes in the national higher and further education systems, except for those under VNUs’ management. This is part of the education reform of Vietnam.

The assessment will be based on institutional self-assessment reports and those by independent expert delegations. Qualified institutions will be granted a certificate as approved by the Director of the CEA. The centres will also provide post-assessment consultancy for quality improvement.

This year, the centre under VNU Hanoi signed agreements with the universities of Danang, Hue, Thai Nguyen and other institutions to roll out the quality assessment at institutional and programme levels.
According to Dr. Pham Xuan Thanh, up to now 70% of all higher and further education institutions have a dedicated quality assurance unit; 92% of higher and further education institutions have completed self-assessment and quality improvement reports and are ready to register for education quality assessment.

It is notable that the assessment needs of the educational institutions exceed the capacity of the two CEAs under VNUs in Hanoi and HCMC. Therefore, MOET plans to allow the establishment of independent assessment organisations while the legal documentation system for education quality assessment is under completion.
